ANMAC-level English
TWO BODIES PUBLISH AN ENGLISH REQUIREMENT FOR AN INTERNATIONALLY QUALIFIED NURSE, AND THEIR PUBLISHED NUMBERS ARE NOT THE SAME.
ANMAC assesses skills for migration. The National Boards, including the NMBA, set the standard for registration. Only IELTS Academic is identical between them. On PTE Academic the Boards require SPEAKING 76 against an overall of 63, where ANMAC publishes 66 across listening, reading and speaking - so a candidate who prepares to ANMAC's published figures can hit every one of them and still be ten points short on the single component that decides registration. Both figures are real, published, and from real regulators.
And there is a second finding underneath it. The National Boards changed their minimum scores on 23 April 2026. The Boards say expressly that the change did not alter the level of English required - the numbers moved with new score concordance research. But the SHAPE moved with them. Under the old table writing was the soft component on four tests out of five, which is where the advice everybody has been given comes from. Under the current table SPEAKING is by a wide margin the hardest component on PTE Academic and Cambridge C1 Advanced, and writing sits ABOVE listening and reading on PTE and TOEFL. A candidate who was correctly told to protect writing has been pointed at the wrong component through nobody's fault, because nobody reissues advice when a table changes.
Eleven modules, and each one ends in something you can use. You learn to check the recognised country list before assuming a pathway - thirty countries, none of them India, the Philippines, Nigeria, Sri Lanka, Nepal or the UAE, which is why almost every candidate is on the test pathway and why a few are not. You get the deadline hidden inside the advanced education pathway that makes it expire two years after your last period of study. You get the right VERSION of each test, because IELTS General Training and a TOEFL booked without selecting Australia are wasted fees. You get both score tables and the date that decides which one applies to you. And you get the rule that works whichever regulator turns out to be right: meet the HIGHER of the two published figures on every component, and confirm with both before you pay.
You will also learn two things that save money outright. A test sat for a skilled migration visa in the past two years, meeting the requirements, CAN BE USED - and candidates pay for a second test every year without ever being asked. And a result older than two years is still accepted in two described circumstances, so 'your result has expired' is a sentence to check rather than to accept.
Five unfolding case studies with twenty-five decision points, with feedback on every option including the plausible wrong ones. A 60-item assessment at 80 per cent, two attempts, nothing timed - and twenty of those items carry a statement you may not get wrong.
And four things you take away: a test planner that works the dates before the scores, an eligibility and evidence checklist that names who has to evidence each limb of each pathway, a which-body citation card that turns a figure into something a colleague can verify, and a scope self-check showing which of these actions belong to your role.
This is not migration advice and it is not a guarantee of a result. It cannot tell you which pathway you satisfy, which test to sit, or whether your result will be accepted - those belong to ANMAC and to the Board. It does not rank the tests by difficulty, because the Boards say expressly that it is not easier to achieve the required scores on one than on another. It asserts no equivalence between OET letter grades and OET numerical scores. And it states no Department of Home Affairs visa score, because that layer was not read from the Department's own source - it is named, and you are sent to check your own subclass.
Verified on 23 September 2026 directly from the publishing regulators: the English language skills registration standard, approved by the Ministerial Council on 14 November 2024, and the Accepted English language tests page carrying Table 1 and Table 2, both published by Ahpra for the National Boards; and ANMAC's own published requirement. Because the Boards moved five months before this programme was issued and the two publishers currently differ, it is reviewed every six months rather than every twelve.

Two bodies publish an English requirement for an internationally qualified nurse, and as at the date of issue their published numbers are not the same. ANMAC assesses skills for MIGRATION. The National Boards, including the NMBA, set the standard for REGISTRATION. The Department of Home Affairs sets a third requirement, for the VISA.
Only IELTS Academic is identical between the first two. On PTE Academic the Boards require SPEAKING 76 where ANMAC publishes 66 across listening, reading and speaking - so a candidate who prepares to ANMAC's published figures can hit every one of them and still miss the registration standard by ten points on the component that decides it.

Only one of the four pathways is a test. The other three turn on education - and on a word most candidates have never been shown: RECOGNISED COUNTRY, a list of thirty in the registration standard.
India is not on it. Neither is the Philippines, Nigeria, Sri Lanka, Nepal or the UAE. That is why almost every candidate is on the test pathway, and it is worth knowing the reason rather than assuming the conclusion - because somebody schooled in Jamaica, Guyana or Trinidad and Tobago may not need a test at all.
You leave with the three education pathways worked, the difference between the combined and school education routes, and the two-year deadline hidden inside the advanced education pathway that makes it perishable.

'It is not easier to achieve the required scores on one test, compared with any of the others.' Those are the National Boards' own words, and they are the sentence a preparation provider is most likely to contradict.
Five tests are accepted, and for each one there is a version that counts and at least one that does not. IELTS must be the ACADEMIC module, not General Training. TOEFL requires 'Taking TOEFL for Australia' to be selected at booking. And no at-home or remotely proctored version of anything is accepted, with one narrow exception where the candidate is still at a test centre.
You leave able to book the right version of the right test - and with four factors that genuinely differ between the tests, which is the real answer to the question people are asking when they ask which one is easiest.

The level did not change. The shape did - and the shape is what you prepare against.
Table 1 applies to a test sat on or before 22 April 2026 and Table 2 to a test sat on or after 23 April 2026, decided by the date you SAT it. Under Table 1 writing was the soft component on four tests out of five. Under Table 2 the PTE Academic speaking requirement is 76 against an overall of 63, and Cambridge C1 Advanced speaking is 194 against an overall of 178.
The Boards say expressly that these changes do not change the level of English required. So a candidate who was correctly told to protect writing, and is sitting PTE, has been pointed at the wrong component through nobody's fault.
You leave able to read both tables, handle a pair of sittings that straddles the line, and find the highest threshold in your own row before you build a study plan.

This is the module the programme exists for. Everything else is on two public pages. What is not published anywhere is what to do when the two pages disagree.
The programme does not resolve it by deciding which regulator is right. From outside it is not possible to know whether ANMAC maintains its own requirement deliberately or has not yet republished, and guessing about a regulator's intention is how a candidate books the wrong test. So both are stated, verbatim, each with its source and the date it was checked.
You leave with a rule that works whichever reading turns out to be correct: line the two up COMPONENT BY COMPONENT, not overall against overall, take the higher figure in each as your target, and confirm with both before you pay. And with a habit - which body, which page, which date - on every requirement you rely on for the rest of the pathway.

Validity runs backwards from the day you lodge, not forwards from the day you sat. Almost everybody has this the wrong way round, and where two sittings are relied on the clock is set by the EARLIER one.
You may use one sitting, or two no more than twelve months apart from the SAME provider, with both meeting the requirements - and underneath the thresholds sit the FLOORS, which defeat the plan of sitting again to lift one component while coasting the rest. The IELTS One Skill Retake is real, is IELTS only, and is not an extra sitting.
This is the module that saves money. It ends on three questions to ask before paying for a second test - including whether a test already sat for a skilled migration visa in the past two years can simply be used, which candidates are almost never asked.

There is no single 'band 7' across the tests. The listening requirement is 7 on IELTS Academic, 350 on OET, 58 on PTE Academic and 22 on TOEFL iBT - and where listening sits against the other three components differs on every line of the table.
Three of the four commonest listening failures are not comprehension failures at all: numbers transcribed wrong under pressure, negation misheard by a single phoneme, and a speaker who corrects themselves mid-sentence. The fourth - holding a two-minute unbroken turn - is the trainable one.
You also leave knowing why a nurse with excellent clinical English can score below her own expectation: ward listening depends on interrupting, confirming and reading back, and a test gives you one pass with no repair mechanism at all.

On OET the reading requirement is 360 - higher than listening at 350, and equal highest with speaking. On Cambridge C1 Advanced it sits above listening. On PTE and TOEFL it is near the bottom. The general advice about reading is worth less than your own row.
And the reading habit that makes you a safe nurse is the habit that costs marks here. Clinical reading is complete reading, because the thing you skip is the allergy. A timed paper is built on the assumption that you will not read every word, and a candidate who reads for completeness leaves items unanswered.
You leave with three techniques that decide a reading score at this level, and with the trap hidden inside OET's clinical content: answering from what you know rather than from what the text says, which catches experienced nurses far more often than novices.

'Writing is the soft component' is now true on IELTS only. On PTE Academic writing at 60 sits ABOVE listening at 58 and reading at 59. On Cambridge C1 Advanced and on TOEFL iBT it sits above both as well.
The advice was correct when it was given - under Table 1 writing was the lowest threshold on four tests out of five - and nobody reissues advice when a table changes. This module is the one that changes how a candidate spends the next three months.
It also sets out what the OET writing task actually is: a professional letter written from supplied case notes, where the skill assessed is SELECTION for a stated reader. For a nurse who writes referrals every shift and has not written an academic essay in a decade, that is a real difference in fit - and the Boards are explicit that it is not a difference in difficulty.

PTE Academic requires speaking 76 against an overall of 63 - thirteen points above the overall and eighteen above listening. It is the widest gap anywhere in either table. Cambridge C1 Advanced does the same thing at 194 against 178.
Under Table 1 nothing pointed at speaking at all; on TOEFL it was the lowest component. So this is the component almost nobody has been told to prepare, and on four of the six lines in Table 2 it is now the one that decides the result.
You leave knowing why clinical fluency does not convert automatically - ward speech is short-turn and heavily scaffolded by the chart and the patient in front of you, and a test asks for a sustained, unscaffolded turn - and with one exercise you can start the same day.

Ten claims that should stop you, each set against the source that settles it. Most of them are made in good faith, by people quoting a table that changed in April 2026 or one of two published sources without knowing there is a second.
'You need a 7 in everything' is true of nothing except IELTS listening, reading and speaking. 'Your result expires two years after you sat it' has the direction backwards. 'You must sit again' is said every year to candidates who have a migration test already in hand, or who meet one of the two validity exceptions.
It closes on a six-step method and a scope matrix - and the rows worth memorising are the ones that read No for every role: naming the easiest test, predicting a score, booking an at-home version, and combining components from two providers. ANMAC, the Board and the Department of Home Affairs decide their own requirements. Everyone else informs and prepares.

FIVE UNFOLDING CASE STUDIES with twenty-five decision points, and feedback on every option including the plausible wrong ones. One opens on a candidate preparing to a target that came from the other published page; another on two sittings that straddle 23 April 2026; another on an agent asking for a confirmation so that an invoice can be raised.
THE SUMMATIVE ASSESSMENT is 60 items, 80 per cent to pass, two attempts. Twenty of the items carry a MANDATORY-CORRECT statement - a figure that is widely got wrong, or a distinction that prevents a candidate preparing against a requirement that will not be applied to them.
