It opens on the finding the whole programme is built around: the Aged Care Act 2024 defines a restrictive practice at s17(1) by its EFFECT on rights or freedom of movement, with no list; the five categories at Rules s17-5 each turn on primary purpose; and s17(2) says the Rules operate WITHOUT LIMITING the Act.
