What the programme covers, who it is for, how it is assessed, and what the certificate does and does not establish. Read this first.
It opens on the finding the whole programme is built around: neither regulator asks whether a worker completed the training. One asks whether workers are trained and assessed as competent; the other requires workers who are skilled and competent in their roles.
