It opens on the finding: the two phrases the whole sector speaks in - POSITIVE BEHAVIOUR SUPPORT and IMPLEMENTING PROVIDER - appear ZERO times in the NDIS (Restrictive Practices and Behaviour Support) Rules 2018. What appears thirty-three times is AUTHORISATION, and twenty-six times, STATE OR TERRITORY.
